Job Title: PreSales & Bidding Manager (Texas-SLED)Focus Area: State of Texas (SLED) IT & Software Development Opportunities.Shift: US ShiftExperience: 5+ YearsLocation: Remote, IndiaRole Summary:The PreSales & Bid Manager will lead capture strategy and end-to-end bid management for Texas SLED IT and software development opportunities. This is a senior role responsible for opportunity identification, qualification, competitive positioning, proposal leadership, compliance management, and successful submission of high-value bids. The role requires strong experience in Texas state procurement and proven bid win strategy execution.Key Responsibilities:Procurement Research & Opportunity IdentificationIdentify and track RFPs, RFIs, RFQs, Sources Sought, IDIQs, and DBITS opportunities from Texas State portals and subscription platforms (e.g., RFPMart, BidPrime, BidSync, InstantMarkets).Monitor agency forecasts, budgets, and procurement pipelines.Drive opportunity reviews and recommend bid decisions to leadership.Maintain capture plans, pursuit timelines, and forecasting reports.Capture Strategy & Qualification:Lead Go/No-Go decision-making based on strategic alignment, eligibility, scope fit, and win probability.Conduct deep requirement analysis and compliance mapping.Identify risks, competitive landscape, and mitigation strategies.Develop win themes, differentiators, and value propositions.Conduct stakeholder and agency mission analysis.Bid Management & Proposal Leadership:Own complete bid lifecycle from pre-bid planning to final submission.Lead cross-functional collaboration with solution architects, delivery, HR, finance, and sales teams.Ensure full compliance with state solicitation requirements.Oversee proposal structure, executive summaries, technical and commercial responses.Manage timelines, clarifications, BAFO responses, and portal submissions.Ensure high-quality, error-free submissions within deadlines.Market & Competitive Intelligence:Perform competitor analysis within Texas SLED ecosystem.Identify positioning strategies and teaming opportunities.Maintain repository of historical bids, win/loss analysis, and competitor insights.Process & Governance:Establish standardized bid processes and quality control mechanisms.Maintain knowledge repository (resumes, past performance, certifications, templates).Track pipeline metrics, win rates, and capture performance dashboards.Mentor junior pre-sales/bid team members where required.Required Skills:8+ years of experience in Government Capture, PreSales, or Bid Management within IT services.Strong hands-on experience in Texas SLED procurement environment.Proven expertise in full RFP/RFI/RFQ lifecycle ownership.Strong Go/No-Go evaluation and strategic capture planning skills.Demonstrated experience in managing large and complex IT bids.Strong compliance management and documentation expertise.Excellent leadership, coordination, and communication skills.Proficiency in MS Office (Word, Excel, PowerPoint).
