Job Description:
HSSEQ System conformance onboard & in office.- Conduct regular HSSEQ System conformance training & familiarization for Office & Ship staff. Onboard implementation of the HSSEQ System for new vessels - Facilitate HSSEQ Responsibilities for Vessel Take overs / Hand overs - HSSEQ Management Software maintenance, training for Office & Shipboard personnel, - Document Management - Evaluate, analyze maintain Document / Manual revisions. - Uploading of HSSEQ Manual / MLC Manual / HSSEQ Circulars & other documents on various platforms such as Shared drives etc - Maintenance and Revisions of ASL HSSEQ System. - Monitoring New / Upcoming Legal Requirements & Regulations from IMO / Flag States & International Maritime Associations (PSC - MOU etc.) - Evaluating, Tabulating, Implementing Action plans for Legal Requirements & Regulations - Experience Feedback / HSSEQ Circulars - Create & disseminate experience feedback as noted from Fleet or Third party shared data. - Create & disseminate HSSEQ Circulars as required for Implementation of new legal / HSE / Other requirements. - Create & disseminate Safety / Navigation & Technical AlertsAudits & Inspections- Member of the Internal / Third party Marine & HSSEQ audit team - Assist in coordinating, arranging and timely follow up Internal & External SMC / ISPS & MLC Audits - Conducting Shipboard and Office Internal HSSEQ audits - Preparation and Participation in the Crestline Office Document of compliance, ISO 9001,14001,45001, TMSA and other such Audits / Inspections. Monitor on timely close out of Nonconformances & Observations by relevant stake holders. - Preparation, arrangement and conduct of Shipboard ISM / ISPS & ISO 9001, 14001 and 45001 Audits - Study & Analyze Port State Inspections, ISM / ISPS / MLC Audit (Internal & External) Reports. Evaluate & Advice the fleet with regards to the Focal areas of concern. - Maintain KPI Target for Port State Inspections, ISM / ISPS / MLC Audit (Internal & External) & Action plan for achievement of same across the Fleet - Collate Flag State / Port State Circulars and disseminate to the assigned vessels - Assist in monitoring Flag State / PSC MOU and other regulatory requirements and evaluate consequences and actions if necessary, Emergency & Crisis Management - Maintain Emergency & Crisis management contact list for shipboard marine pollution emergency plans for oil (SOPEP) and/or noxious liquid substances (SMPEP) - Maintain Emergency & Crisis management contact list for Crestline & Associated Third parties e.g. Media Consultant / Lawyers / salvage / Medical etc. - HSSEQ monitoring in relation to Safety, Health & Environment related records such as Drill /Exercises, recycling records, Accident-incident reports, investigation and analysis and corrective actions records etc. - Report Failures and Review corrective actions from investigation and analysis of accidents, marine casualties and near missesHSSEQ System / Performance Review- Maintaining & Monitoring the HSSEQ Key Performance indicators (HSE reports) as required by vessel owners and other parties - Periodical management review of Crestline’s HSSEQ system, record findings from the reviews and propose actions if necessary. - Quarterly Management Review - participate in periodical management review of Vessel HSSEQ system, record findings from the reviews and propose actions if necessary - Prepare tender documents as required by client’s / Oil majors / Flag - Assist HSSEQ manager to review, maintain and update TMSA in line with current industry’s best practice - Responsible for preparation, planning and follow-up for DOC, ISO and other office auditsRisk Assessments- Carry out Office Risk Assessments. Implement & Document Risk Mitigation measures implemented - Review, evaluate, revise & document Risk Assessments carried out by Vessels. - HSE Campaign Management - Create & disseminate HSE Campaigns to the Fleet - Evaluate, Analyze Trend HSE FeedbackHSE Plan / Drills & Training Management- Assist to create & Implement HSE Plans for the Company / Fleet - Conduct onboard & Office HSE Training such as Incident Investigation, Risk Assessment, Permit to Work Systems - Evaluate the Company & Fleet for HSE Plan / Drills & Training complianceRequirement:- Diploma holder in related field/discipline - Self-motivated individual with a minimum 3-year experience in marine industries is a MUST - Possess initiative and able to multi-task - Tech Savvy, adaptable to working with ERP
