Applications are invited for the position of State Supervisor, Telangana on a contractual basis:Organisation- Indian Police Foundation Number of Positions: 1 Tenure- This position is offered initially for 1 year (but extendable) Project: Internal Police Reforms ProjectLocation- Hyderabad (with travel across India)Qualifications:Essential:   i.  Retired police officer (retired as ADGP/ IGP/DIG/SP/Addl SP/DSP) with minimum 10 - 15 years of experience of supervision of police stations.    ii.  Good coordination capacity (meetings with SPs/CPs, State Nodal officer, Trainers, Project Directorate)  iii.  Working knowledge of computers, including MS PowerPoint, MS Word, and email communication  iv.  Acquaintance with Telangana State Police Manual and criminal laws.    v.  Good health-Officer will be required to visit 15-20 police stations every month and submit reports.  vi.   Proficiency in Report Writing  vii.  To attend office regularly viii.  Good command over English and Telugu languageDesirable-       i. Acquaintance with circulars from MHA/State Govt., relevant SC judgements, NHRC directives etc.    ii.  Knowledge about recommendations of various police commissions (National Police Commission (1977 -1981), Administrative Reform Committee- 2nd Report (2007), State Police Commissions, etc.) Honorarium / Perks:            i. Rs. 75,000/- per month (honorarium)            ii. Vehicle for visiting police stations and meeting officials (by DGP/State Nodal Officer Telangana)            iii. Office space at Police Headquarters/Police Academy             iv. Office assistance (one Research Associate, one police constable)             v. Economy Air fare for visiting Delhi/ other States             vi. Boarding/Lodging in police mess/guest house, whenever on tour           vii. Other service conditions will be governed by IPF HR and other policies  Selection Process:Selection will be based on examination and an interview to be held in the month of January/February 2026 at Delhi.How to ApplyPlease visit detailed guidelines:Download the application form and fill it out electronically, along with updated CV in PDF format & send them to us at [email protected] you have any queries, please get in touch with us at: recruitment.tpfi@  Or contact us at 9625878853 (Admin Officer) & 9440700254 (Project Director)                                   Last date for online submission of applications- 31st January 2026 Annexure A Job Description: Duties and Role of State Supervisor, TelanganaHe/ She will be responsible for undertaking the following activities: 1. Visits to different states to study best policing practises & Desk Research       i. Visiting 8–10 states to study best policing practices relevant to the project’s focus areas    ii. Reviewing and ensuring completion of desk research by the Research Associate in alignment with the project’s focus areas2. Data Analysis  i. Assisting the Centre for Economic and Social Sciences (CESS), Hyderabad, in analysing data collected during Public Consultation Meetings and vetting the reports submitted by them.ii. Preparing report for submission to the Director General of Police (DGP), Telangana on public grievances based on above data analysis.3. Change Manual       i.  Participating in meetings and workshops to finalise project recommendations:a)   Consultations with Experts at Hyderabad & Delhi.b)   Brainstorming sessions with police officers in Telangana.     ii. Preparing the Change Manual (Change Manual is a document containing recommendations and interventions for Telangana to make policing more citizen centric, to improve complaint registration process & police response, to improve citizen services & community engagement, to improve police conduct & behaviour, Prevention of police harassment etc.)  iii. Making presentations to the DGP on the Change Manual and obtaining approval on the proposed recommendations.  iv. Facilitating the issuance of circulars by Police Headquarters after approval of the Change Manual by the DGP, Telangana.4. Training i. Identifying trainers, briefing them, and preparing bilingual training materials; supervising training of all police staff from 30–32 police stations (in shifts) on the Change Manual, citizen-centric policing, and soft skills, including refresher trainings. 5.Project Monitoring Implementation and Evaluation      i. Visiting all 30/32 police stations every 6 weeks for handholding, monitoring, and briefing during the main project implementation, including identifying and addressing any field-level issues in implementing the project recommendations.    ii. Briefing police station staff on project recommendations and the change manual.  iii. Supervision over data collection from police station and citizen feedback collection.  iv.  Assisting in third-party independent evaluation of the project (baseline and endline evaluation).    v.  Accompanying central IPF Project teams during their visit to Telangana state. 6. Meetings and Coordination   i. Attending/holding meetings with the State Nodal Officer (weekly) and CPs/SPs (at least once a month) to brief them about project progress.    ii.  Attending meetings with the Project Directorate (both physical and online).  iii. Coordinating with SPMU teams in other states where the project is implemented (Punjab, Tamil Nadu).  iv. Compiling and submitting fortnightly monthly reports to the Project Directorate 7. Escalation of the project     i. Assisting in the escalation of the successful project recommendation to all police stations in Telangana State, with approval from DGP, Telangana.   ii. Facilitating the issuance of circulars and amendments to Telangana State Police Manual based on successful project recommendation/ SOPs.8. Final Project Report and Others       i. Compiling data and preparing the main project report.    ii.  To supervise and guide the Research Associate in his/her work.   iii.  Any other duties as assigned from time to time by Project Director/ Project Coordinator.Dr. Ish Kumar, IPS (Retd.)Project DirectorInternal Police Reforms, IPF
