The incumbent will serve as the primary interface between departmental functions and senior government leadership — ensuring that information reaching the concerned authourity is accurate, coherent, and decision-ready. The role is horizontal in nature, operating across all business verticals simultaneously rather than within a single function.The incumbent is the final editorial and analytical checkpoint on all strategic materials — there is no further review layer between this position and the Minister. This is a contractual / outsourced engagement.The selected candidate will be deployed through a consulting or staffing arrangement, working full-time on-site within the organisation.KEY RESPONSIBILITIESLeadership & Ministerial Materials • Prepare Ministerial review decks, Quarterly Business Reviews (QBRs), and Minister-level briefing notes end-to-end• Synthesise inputs from all verticals into a single, decision-ready submission• Calibrate detailed or concise briefs and summaries for Minister office as required• Own the final quality check on all materials before submission to leadership2. Data Synthesis & Validation • Compile and reconcile operational data from multiple departments and divisions• Validate performance figures, example YoY Revenue , growth rates, period comparisons for internal and external reviews• Identify and resolve discrepancies before materials are submitted• Maintain source traceability for every number in a deck or submission3. Strategic Narrative & Communication • Translate operational metrics into high-level strategic insights• Draft vision documents, reform narratives, and leadership communication• Ensure consistent messaging across all submissions and communication documents4. Cross-Functional Coordination • Liaison with Divisional Heads and functional managers to extract reliable, timely data• Manage competing departmental inputs without compromising accuracy or coherence • Navigate hierarchical sensitivities across departments with varying data discipline5. Documentation & Quality Standards • Maintain strict version control across all draft and final materials• Enforce standards for data presentation, labelling, and formatting across submissions• Flag discrepancies proactively — errors must never surface post-submission REQUIREDSKILLS & COMPETENCIES Synthesis & Structured Thinking : Convert multi-source, fragmented inputs into a coherent narrative. Strong judgement on what to include, exclude, and escalate.Data Integrity & Attention to Detail : Validate figures, ensure cross-deck consistency, and catch errors before submission. Zero tolerance for unverified data.Presentation & Communication: Advanced PowerPoint — structure, visual hierarchy, formatting. Written English must be precise, formal, and unambiguous.Excel & Data Handling: Comfortable with large datasets: cleaning, reconciliation, trend interpretation, and pivot analysis.Stakeholder Management: Operate across departments and seniority levels. Navigate hierarchical sensitivities to extract accurate, timely inputs.Adaptability of Register: Shift between Minister-level one-pagers, minister briefs, internal presentations, and external communication without prompting.ELIGIBILITY CRITERIA Educational Qualification• MBA / PGDM from a premier institution (Tier 1 / 2 institute), OR• Master's degree in Public Policy, Economics, or related field from a reputed institutionExperience • 2–6 years of post-qualification work experience in one or more of the following:○ Top-tier management consulting firm (strategy, public sector, or infrastructure practice)○ Policy or government advisory — PMO, NITI Aayog, state government, or policy think tank○ Strategy / CEO Office role in a large public sector undertaking or regulated institutionEssential Requirements • Demonstrated ability to produce client- or leadership-ready materials independently• Prior exposure to government or public sector contexts is strongly preferred• Ability to manage ambiguity and exercise sound judgement without close supervision • Strong academic record throughout education• Hands-on experience of working on MS WorldWHAT MAKES THIS ROLE UNIQUEMost analytical roles feed into a review chain. This one sits at the end of it. Every exhibit, figure, and recommendation produced in this role goes directly to the Minister's Office with no further editorial review. The implications of inaccuracy or poor framing at this level are significant. Every deliverable must balance three imperatives simultaneously: accuracy (every number must be defensible), narrative (information must read as a coherent story, not a data dump), and sensitivity (framing must be appropriate to the audience).
