RFP, Contract & Financial Concurrence FunctionsTo scrutinize RFPs, tender documents, contracts, and proposals from financial and commercial perspectives.To analyze financial implications relating to pricing models, payment terms, taxes and duties, performance security, liquidated damages, penalties, escalation/de-escalation clauses, etc.To assess costing, revenue impact, budget availability, and overall financial viability of proposals.To ensure compliance with General Financial Rules (GFR), Delegation of Financial Powers, procurement manuals, CVC guidelines, and internal financial policies.To process and place proposals for financial concurrence / finance vetting with appropriate observations and recommendations.B. Market Analysis & Business SupportTo analyse market trends and identify opportunities and risks affecting revenue and business growth.To collaborate with Government institutions, fintech companies, startups, and other stakeholders to support co-creation of innovative business and revenue models.To use data-driven approaches to forecast future revenues and assess the financial viability of new business strategies.To assist in development of alternative revenue streams including data monetisation, advertising, and digital platformsC. General (Revenue Assurance, MIS, Treasury & Other Functions)To monitor and analyse revenue streams to ensure accuracy, completeness, reconciliation, and timely resolution of discrepancies.To review and strengthen revenue assurance processes, internal controls, and SOPs in coordination with concerned divisions.To prepare and present Monthly Financial MIS, dashboards, CFO reports, and Board/Management notes, including automation of reports.To coordinate with Business Heads and other stakeholders to address gaps in revenue policy, customer contracts, and pricing frameworks.To assist in treasury-related functions as per DPE guidelines, including cash flow monitoring and liquidity management.To perform any other duties as may be assigned by the Competent Authority from time to time.JOB QUALIFICATION & REQUIREMENTSEXPERIENCE REQUIREMENTSMinimum 6 years of relevant post-qualification experience in Revenue Analysis / Financial Analysis / Procurement Finance.Experience in PSU / Government / Autonomous Body shall be preferred.EDUCATION REQUIREMENTSBachelor’s Degree in Technology/ Engineering/ Commerce from a recognised University.Full-time MBA or equivalent degree/ CA / CMA / CFAGOOD TO HAVE SKILLSExperience in handling large-value tenders / RFPs.Exposure to Government e-Procurement systems.Strong drafting skills in Government/PSU file noting format.Experience in BI tools such as Power BI, Qlik, Tableau, and advanced Excel (data modelling, dashboards, visualisation).Strong financial modelling and benchmarking skills.Understanding of digital platforms, data-driven business models, and market research.Experience with workflow/project tools such as JIRAStrong problem-solving, analytical, and presentation
