Manager – Health, Safety & Environment (HSE)Department: Manufacturing / EHSLocation: Manufacturing PlantRole PurposeTo lead and drive the Health, Safety & Environment agenda at the manufacturing unit by ensuring full compliance with statutory regulations, corporate global safety policies, and industry best practices. The role is responsible for managing safety in a hazardous manufacturing environment, ensuring safe handling of flammable materials such as ENA, implementing safety standards, and building a strong safety culture across employees and contractors.Key Responsibilities1. Safety Leadership & GovernanceLead implementation of the plant Health & Safety Management System aligned with corporate global safety policies and standards.Promote a strong safety culture through risk assessment, hazard identification, and behavior-based safety programs.Ensure strict adherence to critical safety systems including:Permit to Work (PTW)Lockout Tagout (LOTO)Confined Space EntryWork at HeightHot Work SafetyContractor Safety Management2. Hazardous Process Safety ManagementEnsure compliance with statutory provisions related to hazardous processes under the Factories Act 1948 and applicable state factory rules.Ensure safe storage, transfer, and handling of ENA, chemicals, and flammable liquids used in alcobev manufacturing.Implement robust Process Safety Management (PSM) practices including:Hazard Identification & Risk Assessment (HIRA)Process Hazard Analysis (PHA)Safety interlock systemsMonitor safety risks in distillation, blending, bottling, utilities, and warehouses.3. Fire & Explosion Risk ManagementEnsure adequate fire protection systems considering highly flammable ethanol environments.Maintain and monitor fire safety systems including:Fire hydrant systemsFoam-based firefighting systemsFire detection and alarm systemsConduct regular fire risk assessments and mock emergency drills.4. Statutory Compliance & Regulatory ManagementEnsure compliance with applicable regulations including:Factories Act 1948Maharashtra Factories Rules 1963Guidelines from Directorate of Industrial Safety and Health (DISH)Maintain statutory safety registers, accident records, and compliance documentation.Ensure timely closure of observations raised during regulatory inspections.5. Safety Boiler & UtilitiesEnsure safe operation and compliance of boilers, steam systems, and utilities used in the manufacturing plant.Ensure compliance under the Indian Boilers Act 1923 and guidelines from the Directorate of Boilers.Monitor safety of:Steam pressure systemsBoiler fuel systemsSafety valves and pressure control devicesEnsure operation of boilers by certified boiler operators and maintain related statutory records.6. Government Liaison & Statutory InspectionsLiaise with government authorities including:Factory Inspector / DISH officialsDirectorate of BoilersFire DepartmentCoordinate statutory inspections, approvals, and compliance reporting.Ensure closure of regulatory observations in a timely manner.7. Incident Investigation & Risk ControlLead investigation of incidents, near misses, and unsafe conditions.Conduct root cause analysis and implement Corrective and Preventive Actions (CAPA).Conduct regular safety audits, inspections, and risk assessments.8. Safety Monitoring, Reporting & AnalyticsPrepare and submit monthly safety performance reports and dashboards to corporate leadership.Monitor safety KPIs such as:Lost Time Injury Frequency Rate (LTIFR)Near miss reportingUnsafe acts/conditionsProvide recommendations to improve plant safety performance.9. Emergency Preparedness & Disaster ManagementDevelop and maintain On-site Emergency Plan for hazardous operations.Conduct mock drills for fire, explosion, chemical spills, and evacuation scenarios.Ensure readiness of firefighting equipment, emergency response teams, and first aid systems.10. Safety Training & Culture DevelopmentConduct regular safety training, toolbox talks, and awareness programs for employees and contractors.Lead safety campaigns to improve employee engagement and safety ownership.Ensure competency development for employees handling hazardous materials.QualificationsBachelor’s Degree in Engineering / Science.Diploma / Degree in Industrial Safety from a recognized institute.Certifications such as ISO 45001 / NEBOSH / Process Safety preferred.Experience8–10 years of experience in Health & Safety within manufacturing plants.Experience in Alcobev, Chemical, Pharma, FMCG, or hazardous manufacturing industries preferred.Experience handling statutory compliance, regulatory liaison, and hazardous process safety.Key CompetenciesStrong knowledge of hazardous factory regulations and statutory compliance.Expertise in process safety, fire safety, and incident investigation.Strong analytical and reporting skills for monthly safety metrics and KPIs.Ability to implement global safety policies at site level.Strong leadership and communication skills to drive safety culture.Diversity statement: Our purpose is to celebrate life, every day, everywhere.
