Job Description:
Naval Group India is looking for a Health Safety Environment (HSE) Manager responsible for:- Manage HSE documentation and training - Manage and coordinate HSE - Ensure HSE Supervisory on site- Manage HSE documentation and training: - Elaborate and update HSE procedure as part of the ISO system. Manage HSE documentation - Update Safety emergency protocols when needed - Organise, prepare, plan HSE training, HSE awarness sessions, HSE induction of new employees, elaborate training material, display montly HSE alert examples on all sites - Manage regular inventory of PPEs, their timely procurement according to the needs in quality and quantity - Plan, manage calibration of HSE tools when required and keep treacability records- Manage and coordinate HSE - Alert the management immediately in case of HSE issue, incident or accident and ensure pro-active steps, manage action plans - Participate to Centralised Weekly Manpower Plannner NGI meeting with Production Line Manager and Program Manager to prepare the weekly safety plan of the coming week - Issue the weekly safety plan to all concerned on a template-based format (passed week main events encountered and lessons learnt, and include risky tasks identified, safety organization and recommendations for the coming week) - Propose a monthly plan to assign namely the HSE Supervisory Representatives on all sites to CTO and Technical Head - Ensure the role of HSE Supervisory Representative in Mumbai shipyards / Dockyards - Plan the outsourcing of HSE Supervisory Representative in Karwar when needed in relation with Purchase team, CTO and Technical Head Manager - Control the proper execution of HSE Supervisory activities outsourced in Karwar or any other site when needed. (Two stays per month in Karwar site during critical activities)- Ensure HSE Supervisory on site - HSE supervisory reporting - Inform the HSE manager about impending risks at workplace on a daily basis. - Report incident/ accident to the HSE manager immediately and urgently to ensure pro-active steps. - Liaise with the technical team members for day to day activities on board and attend co-ordination meetings. - Make report on any health problems of an employee at site to the HSE Manager. - HSE supervisory daily routines - Carry out safety inspection of the site and to provide clearance to our people (and third party) to work onboard on a daily basis before commencement of work. - Conduct the daily Safety briefing and Safety talks to all concerned on site and maintain record. - Alert the teams on a daily basis about the observations and make a report of the same followed by corrective actions - Every changing environment in the dock - Take dedicated & planned rounds of the various infrastructure like scaffoldings, emergency exits, gangways, fire control system, medical aid readiness, safety nets, unbarricaded areas etc, with appropriate frequency - Report and help the HSE Manager to investigate unsafe actions and near-misses - Co-ordinate and liaise with Safety inspectors of the Yard on a daily basis to know about co-activities - Have custody/ issuance and check of all the Safety equipment – Gas detectors, Safety harness at the end of the day. - Check if all safe systems of work are followed on site regularly. - Perform dynamic risk assessment on the spot and improve safe conditions of working. - Stop work as part of daily dynamic assessment, when the situation is found to be risky and inform all concerned. - Monitor the employees on site and ensure they are always working safely - Ensure applicable work permit (confined space entry) is enforced for every work onboard a submarine or a site. - Remain present and monitor safety during critical heavy work like crane operation, high pressure tests etc on-site and in workshops. - Makes daily spot checks and inspections of work tools, equipment at site and take necessary corrective actions. - Ensure that all employees comply with health and safety requirements of the organization like wearing appropriate conditioned PPE. - Onsite consult with workers and subcontractors and arrive at a best action plan / solution to deliver a safe working environment for all workers. - Ensure that all employees abide by the health and safety rules existing at the yard - Check emergency action plans, evacuation means on board or in workshops and make appropriate communication to all staff on site. - Set up safety signs and signages at the designated place and ensure they are visible enough for all employees to visualize for example, Battery pit intervention. - Have a daily check of the emergency services at standby at the dry dock / normal conditions. - Present onboard in the dockyard 24x7 when our NGI employees are onboard for risky operations - Late night Safety on board during SR, lighting / ventillation issues overlook, and report to Safety rep on duty - Organise first aid / Medical support with Officer of the day during working on holidays/ Saturday / Sunday - co-ordination - action steps and Report to HSE manager
