Job/ Role Title: Deputy Head - Central Procurement CellFunction: Group Executive OfficeLocation: Thane, MumbaiDepartment: Central Procurement CellReport to : Head-Central Procurement CellJob PurposeDeputy Head procurement will support the Group Central Procurement Head in developing and executing procurement strategies that align with the Group's objectives. This role will be responsible for assisting in the oversight of procurement processes, ensuring compliance with quality standards, promoting cost-effectiveness and integrating digital technologies into procurement. S/he will collaborate with various stakeholders to optimize procurement activities and manage risk & will also be responsible for implementing the central procurement strategy for common bulk commodities such as cement, steel, cables, utilities etc. for all group companies of Welspun World.No. of subordinates (direct, indirect) 4 direct reports (Category Lead)Other ( Geography , funds etc.) India-HOPrincipal Accountabilities:Ensure implementation of the central procurement plan for common bulk commodities such as cement, steel, cables, utilities, Air, Water etc.Manage relationships with suppliers and actively negotiate for best rates and terms for contracting.Regular analysis of spends to drive economies of scale across businesses for bulk commodities.Harmonise product codes across businesses for bulk commodities.Work closely on the group's digital transformation roadmap for the Procurement function.Ensure adherence to regulatory requirements, governance standards, defined SLAs and the RACI matrix in the procurement process.Support the Central Economic Cell in identifying market trends and other factors that could impact procurement, and help devise risk mitigation strategies.Internal InteractionsInteraction with ----------------------Purpose of interactionHead-Central Procurement Cell Strategy and execution of bulk procurement strategies and rate negotiations, supplier relations etc.Business CEOs, Project Managers-----Co-planning demand estimate of common bulk commodities and guiding budget allocation, challenges around cash flows that could impact vendor paymentsCentral Economic Cell------------------Incorporating insights around macroeconomic trends that could impact bulk procurement strategies in demand planningHead Digitalization ---------------------Drive integration of AI and emerging tech for improving procurement processes such as AI driven demand planningExternal InteractionsInteraction with --------------------------Nature of interactionSuppliers---------------------------------Vendor onboarding, adherence to quality standards, Rate negotiations, credit and payment termsEducational qualifications & Skills ( Threshold educational background required to execute the role )1) B.E. (Mechanical Engineering) / Equipment Installation + SCM preferred2) CSCP/ CPSM certifications are preferred3) Expertise in large-scale project procurement and contract management4) Deep understanding of bulk commodity sourcing (cement, steel, etc.)5) First Principal Costing6) Thumble Guidline for various category item7) Input for cost in commodity or equipment to business for bidding8) Standardization on contract T & CRelevant experience (Type/Nature and years of relevant experience required to execute the role)18+ years in Project Engineering, Project Management with Procurement (preferably in infrastructure, EPC, or large-scale industrial projects)Procure to Pay function (strategic sourcing, RFP execution, negotiations, contracting etc.) for bulk commodities such as cement, steel, cables, utilities etc.Behavioral CompetenciesCross-functional collaboration, tactical problem solving, resource management, effective communication and stakeholder management
