As we continue expanding our Federal footprint, we are building a strong proposal and capture organization to support strategic growth initiatives across the US Federal market.Role OverviewWe are looking for an experienced and highly hands-on Proposal Director/Manager to lead strategic proposal operations and capture activities across the US Federal market. This role requires strong expertise in capture strategy, proposal management, federal pricing, and end-to-end proposal execution.The ideal candidate should have proven experience leading complex federal pursuits from qualification through award while actively contributing to proposal writing, compliance reviews, pricing strategy, teaming discussions, and final submissions. This is not a purely supervisory role and requires the ability to work hands-on in fast-paced, deadline-driven environments.The candidate should possess deep knowledge of federal procurement processes, strong proposal leadership capabilities, and a successful track record supporting winning federal submissions across civilian and defense agencies. Experience in federal pricing strategy, cost proposal development, labor category mapping, and strategic partnership development.Key ResponsibilitiesFederal Capture LeadershipLead capture strategy for strategic US Federal opportunities Identify and qualify opportunities aligned with business growth objectives Drive win strategy development, competitive positioning, and pursuit planning Conduct customer research, agency analysis, and competitor assessments Lead bid/no-bid discussions and executive gate reviews Develop and manage teaming and partnership strategies by identifying the right partners, subcontractors, and OEM relationships aligned with opportunity requirements and win strategy Support pre-RFP engagement and opportunity shaping efforts Proposal LeadershipOversee full lifecycle proposal management across multiple federal pursuits Lead proposal kickoff meetings, schedules, resource planning, and submission activities Personally contribute to proposal writing, editing, compliance reviews, executive summaries, management responses, and final production activities as needed Serve as a highly hands-on proposal leader capable of working directly with SMEs, recruiters, pricing teams, and delivery leaders to develop high-quality submissions under aggressive deadlines Drive proposal compliance, content quality, and evaluator-focused messaging Manage Pink, Red, Gold, and Final review cycles Coordinate proposal teams including writers, coordinators, SMEs, recruiters, pricing teams, and delivery leaders Review and approve final proposals before submission across federal procurement portals Lead and own pricing strategy development for federal pursuits including pricing models, labor category mapping, rate strategy, and price-to-win alignmentPrepare and review cost proposals, pricing volumes, and pricing narratives for federal submissionsWork directly with leadership, recruiting, delivery, and finance teams to develop competitive and compliant pricing solutionsPossess strong hands-on expertise in federal pricing structures, labor categories, indirect rates, staffing pricing, and overall proposal pricing strategyTeam & Operational LeadershipBuild scalable proposal operations, governance processes, and review standards Mentor proposal writers, coordinators, and capture teams Improve proposal templates, repositories, reusable content libraries, and response quality Collaborate closely with leadership, business development, recruiting, delivery, and operations teams Support long-term federal growth planning and pipeline development Required Qualifications10+ years of experience leading US Federal proposals and capture activities Proven track record supporting winning federal pursuits Strong hands-on proposal writing, editing, compliance, and proposal review expertise Deep understanding of FAR-based procurement processes and proposal compliance Experience managing large and complex federal opportunities Experience developing teaming strategies and identifying strategic partners for federal pursuits Strong hands-on expertise in federal pricing strategy, pricing models, cost proposal development, labor category mapping, staffing pricing, and price-to-win considerationsStrong leadership, stakeholder management, and proposal coordination skills Ability to manage multiple concurrent pursuits and aggressive deadlines Excellent business writing, editing, and communication skills Ability to operate both strategically and tactically in a fast-paced proposal environment Preferred QualificationsExperience supporting DoD, DHS, HHS, VA, GSA, NASA, or civilian federal agencies Experience with IDIQs, GWACs, BPAs, and multi-award contracts Background in IT services, staffing, cybersecurity, cloud, AI, or consulting environments Experience building proposal teams and scaling proposal operations APMP Practitioner or Professional certification preferred Shipley training preferred PMP certification is a plus Tools & PlatformsSAM.gov GovWin IQ GSA eBuy SharePoint Microsoft Office Suite Adobe Acrobat Loopio / RFPIO / Qvidian Jira / Smartsheet / Confluence CPARS / FPDS / USAspending Why Join UsOpportunity to lead strategic Federal growth initiatives Work directly with executive leadership teams Build and scale a growing Federal proposal organization Exposure to high-value and large-scale US Federal pursuits Collaborative environment with strong long-term growth opportunities
