We want to redefine what technology can do in this region, and we’re looking for a Manager, People Services who can help us move even faster.noon’s mission: Every door, every day.What you’ll doThe Manager, People Services – Middle East partners closely with Business and People leaders across the region.This role is responsible for leading end-to-end People Services across the Middle East, covering the full employee lifecycle including onboarding, offboarding, payroll coordination, insurance, compliance, employee experience, and third-party workforce management. The role will lead and manage a centralized People Services team based in India, ensuring consistent, high-quality service delivery across all markets.You will act as a regional owner for People Operations, providing hands-on leadership, strong governance, and advisory support to employees and managers, while continuously improving processes, systems, and service standards.The key responsibility areas are:- Identify opportunities to enhance the people services and deliver solutions to provide the best possible employee experience - Provide guidance for the UAE HR admin operations team: Managing day-to-day operational HR activities such as employee database, leave management, insurance execution, grievances, and investigations, etc. - Accountable for the GCC payroll entries and being the point of contact for the third-party manpower providers for their payroll execution. - Advise, coach and partner with line managers for the implementation of noon policies, and best practices to ensure management of personnel - Be a point for employee queries, providing advisory where needed to ensure they are fully aware of their rights and responsibilities and address it in a proactive manner - Own and lead the delivery of People Services across the Middle East, ensuring a seamless employee experience across onboarding, offboarding, payroll coordination, insurance, compliance, and employee data management - Identify opportunities to enhance People Services, streamline processes, and implement scalable solutions that improve efficiency and employee experience - Drive continuous improvement of HR processes, systems, and controls, including supporting HR systems implementation and enhancements - Roll out new policies or updates to existing ones, ensuring clear communication, adoption, and ongoing compliance - Ensure strong data hygiene, documentation, and reporting standards across all People Services activitiesWhat you’ll need:- 5+ years of relevant professional experience with minimum of 3 years of experience Managing People Operations in GCC countries - Bachelor’s / Master’s Degree from a top-tier academic institution (Master’s degree in HR preferred) - Deep knowledge of HR functions with expertise in UAE/Saudi employment law - Previous experience in the e-commerce industry and high growth startup environment preferred - Previous experience with payroll, compliance, audits, and Emiratisation - Excellent presentation skills - Ability to work in ambiguous environments and perform under pressure - Strong work ethics, decisiveness, and demonstrated leadership skills - Ability to effectively manage, inspire, and mentor direct and indirect reportsWho will excel?- We’re looking for people with high standards, who understand that hard work matters. - You need to be relentlessly resourceful and operate with a deep bias for action. - We need people with the courage to be fiercely original. - noon is not for everyone; readiness to adapt, pivot, and learn is essential.
