JOB DESCRIPTION/ RESPONSIBILITIES:Reporting to theSenior Technical Advisor-CVH, RTSL-India, theMonitoring, Evaluation & Data Analytics Managers(ME-DAM) will provide both field monitoring and supervision (poor-performing districts) and data analytics & digital systems strengthening with a focus on primary healthcare systems in their respective states. The incumbents will work closely with the State Leads and coordinate with the M&E teams of the NCD Cell/ NHM to ensure insights feed into planning, reviews, and district follow-up for capacity strengthening, course correction, and quality improvement.Key Job Responsibilities:A.Monitoring & Supervision of Identified Poor Performing Districts/ Blocks (1) Data analysis related to continuum of care for HTN/ DM to identify/ prioritise thematic areas that need improvement;(2) Identify underperforming districts/ facilities using NCD portal data;(3) Conduct regular supervision visits to review screening, diagnosis, protocol implementation, supply chain, and digital workflows;(4) Provide onsite mentoring to NCD staff at district and facility levels;(5) Produce corrective action reports with follow-up timelines.B.Data Analytics & NCD Portal Strengthening (1) Lead analysis of NP-NCD portal data, including follow-up, retention, and control rates;(2) Develop district ranking frameworks and state dashboards;(3) Support dissemination, training, and uptake of digital tools;(4) Improve completeness, consistency, and quality of NCD portal data.C.Capacity Building (1) Train district/ block teams in data interpretation, DQA, dashboard usage, and supervisory techniques;D.Integration & Reporting (1) Provide consolidated analytic insights to the State Leads each month;(2) Contribute toTWG presentations and state review meetings;(3) Support in preparing regular technical reports and updates for the internal and external audience.Deliverables: (1) Monthly district performance rankings (2) Dashboard updates (3) DQA and supervision visit reports (4) Inputs for state-level CVH reviews (5) Any other deliverables as assigned by the supervisors4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:Qualification (1) Any Bachelor’s degree with Master’s in Public Health/ Epidemiology/ Data Science.Experience (1) Minimum five to six years’ experience in health data management at state level;(2) Experience ofworking with government health data systems (NP-NCD preferred);(3) Experience indeveloping technical resources, including training modules, tools, and guidance documents.Skills and Competencies (1) Strong data analytical skills, with the ability to use data for decision making;(2) Skilled in data visualization using different tools;(3) Experience with and skilled at training and transferring skills to others;(4) Willingness to travel within the respective state (Odisha or Rajasthan) and occasionally across India;(5) Fluency in English is required. TheME-DAMbased in Bhubaneshwar shall additionally need to be fluent in Odia and theME-DAMin Jaipur in Hindi.5.
