Senior Project Associate: Road Safety Expert Organization: Raahgiri Foundation Location: Odisha, India Experience: 5+ years About the Role: The Road Safety Expert will be responsible for leading, planning, implementing, and evaluating road safety strategies across the state. The expert will work closely with government stakeholders, urban and rural authorities, law enforcement agencies, consultants, and community groups to reduce traffic fatalities, enhance roadway safety, and deliver on state and national policy objectives. Key Responsibilities 1. Policy & Strategy a. Develop, implement, and periodically review the State Road Safety Policy and Action Plan. b. Advise on alignment of state initiatives with national road safety frameworks and Sustainable Development Goals (SDGs). c. Develop guidelines and standards for safe road infrastructure, signage, and traffic management. 2. Infrastructure Planning & Design a. Evaluate design and safety aspects of new and existing road projects, including highways, urban roads, intersections, and vulnerable user zones. b. Recommend countermeasures for high-risk (“black spot”) areas and conduct road safety audits at various stages (design, construction, post-construction). 3. Data Analysis & Research a. Analyze crash data, road user patterns, and conduct causal analysis to identify trends and risk factors. b. Maintain and update a road safety database; prepare periodic performance reports and targets for safety indicators. c. Use data-driven approaches in formulating interventions and presenting findings to senior officials. 4. Capacity Building & Training a. Design and deliver capacity building workshops for engineers, enforcement officers, planners, drivers, and community groups. b. Develop knowledge-sharing resources and toolkits on road safety best practices. 5. Community Engagement a. Lead the design and execution of road safety awareness campaigns for the public (focus on children, youth, women, vulnerable road users). b. Collaborate with local NGOs, schools, and community leaders for safe mobility initiatives. 6. Enforcement & Monitoring a. Work with police and traffic enforcement teams to strengthen compliance with road safety laws (speed, helmet/seat belt use, drink-driving, distracted driving, etc.). b. Monitor and evaluate the effectiveness of enforcement and engineering interventions. 7. Interdepartmental Coordination a. Facilitate meetings among diverse government agencies (transport, health, education, urban/rural development) for integrated safety improvements. b. Represent the state at national road safety forums and stakeholder consultations. 8. Technology & Innovation a. Advocate for the adoption of intelligent traffic management systems, GIS-based accident mapping, and emerging safety technologies. b. Advise state authorities on procurement and deployment of digital enforcement and monitoring tools. Qualifications: 1. Master's degree in Transportation Planning/ Engineering, Urban Planning, Urban Design, Public Policy, or a related field (or equivalent experience). 2. Minimum 5 years of experience in mobility and/or road safety in India. 3. Proven experience in developing and implementing successful urban mobility programs. 4. Strong understanding of Indian policies, laws and regulations. 5. Excellent analytical and problem-solving skills. 6. Strong communication, collaboration, interpersonal, and presentation skills. 7. Ability to work independently and as part of a team. 8. Proficiency in MS Office Suite, Auto Cad, GIS, Photoshops and data analysis tools, etc. 9. Hindi and English fluency is a must. Odiya is preferable. Preferred Qualifications: · Expertise in road infrastructure design, traffic engineering, and safety audit methodologies. · Proficiency in analyzing accident/casualty data, GIS tools, and preparing technical reports. · Excellent communication and stakeholder management skills. · Leadership and ability to work in cross-functional teams. · Strong problem-solving, analytical, and project management capabilities. · Commitment to public safety and willingness to travel within the state. Desirable Attributes Certification as a Road Safety Auditor (from a recognized body). Experience working with the Ministry of Road Transport and Highways (MoRTH), NHAI, state road works departments, or leading international road safety programs.
