Job Description:

The HR Manager/Officer is responsible for managing the complete human resources function for the ship recycling company, including but not limited to, manpower planning, recruitment and onboarding, attendance and shift administration, payroll coordination, contractor labour management, employee relations, grievance handling, welfare administration, HR documentation, and implementation of HR policies. The role is expected to create a disciplined and stable workforce system suitable for a high-risk industrial environment and ensure HR practices align with applicable labor requirements and Gujarat factory working conditions.HR Policy & Governance- Draft, implement, communicate, and periodically update yard HR policies and SOPs covering attendance, shifts, leave, discipline, contractor management, onboarding, exit, and welfare processes.Employee/Manpower Planning- Prepare manpower plans for employees and yard workforce in coordination with Operations based on vessel schedules, plot requirements, and productivity targets.Recruitment- Execute recruitment for company employees (admin, finance, stores, supervisors, engineers, drivers, etc.) and coordinate hiring for skilled and unskilled yard workforce through approved channels and contractors.Onboarding- Complete joining formalities for employees and worker registration for workforce, and ensure induction coordination with Safety/EHS before deployment.Employee & Worker Records- Maintain complete and audit-ready records for employees and workers including KYC, photos, emergency contacts, appointment/contract documents, and updated master data.ID Cards & Access Control- Issue, renew, and control ID cards/gate passes for employees and workers, and maintain access logs and verification records as per yard process.Attendance Management- Maintain daily attendance through approved systems for employees and workers, reconcile attendance with supervisors/contractors, and publish attendance summaries for management.Deployment Coordination- Coordinate plot-wise manpower deployment reporting with supervisors and contractors to ensure required coverage as per operations plan.Leave Administration- Administer employee leave applications, approvals, balances, and leave records as per policy, and ensure leave reporting is updated in HR Records.Payroll Processing- Coordinate monthly employee payroll by validating attendance, leave, deductions, advances, and allowances as per company policy, and ensure timely salary disbursement.Wage Coordination for Workforce- Coordinate wage processing for contract workforce through contractors, verify attendance-based wage calculations as per agreed terms, and maintain payment proof records.Contractor Labour Management- Manage contractor documentation, agreements, headcount deployment, and worker lists, and ensure contractor manpower is supplied and controlled through yard procedures.Grievance Handling- Receive, document, and resolve grievances of employees and workers through defined escalation and closure mechanisms, maintaining proper records.Discipline & Code of Conduct- Implement yard discipline and code of conduct by documenting violations, issuing warnings as per policy, and coordinating corrective actions with supervisors/contractors.Employee Relations- Maintain positive employee relations by regular interaction with staff and supervisors, resolving workplace issues, and supporting retention and engagement initiatives.Welfare & Facilities Coordination- Coordinate employee and worker welfare facilities with Administration including drinking water, rest shelters, hygiene facilities, canteen coordination (if applicable), and basic medical/first-aid support.Training Record Management- Maintain induction and training attendance records for employees and workers, including safety induction coordination and mandatory briefing documentation.HR Records & Reporting- Prepare and share HR reports covering headcount (employees + workforce), attendance, absenteeism, recruitment status, contractor deployment, attrition, and welfare/training updates.Audit & Inspection Support- Support internal and external audits/inspections by producing HR documentation and registers promptly and ensuring records are complete and retrievable.Qualification & Experience- Graduate/Postgraduate in HR / Labour Welfare / Management with 5–10 years relevant site HR experience in ship recycling/heavy industry and strong exposure to contractor workforce management.Skills & Competencies- Strong working knowledge of Gujarat ship-recycling HR statutory framework, including Factories Act/Gujarat Factory Rules, ship recycling regulations (DG Shipping/Recycling of Ships Act), and core labour compliances for wages, contract labour, employee benefits (PF/ESI), and industrial relations/discipline.
