The organization supports municipal corporations in addressing real-world urban challenges through structured planning, field-level execution, robust documentation, MIS support, and stakeholder coordination, in alignment with MoHUA guidelines and national missions such as Swachh Bharat Mission–Urban (SBM-U).Position Title Team Leader / Manager – IEC & Behaviour Change Communication (BCC) Project Swachh Bharat Mission–Urban (SBM-U), Swachh Survekshan 2025, Garbage Free City (GFC) Certification Client / ULB Ahmedabad Municipal Corporation (AMC) Reporting & Supervision The Team Leader / Manager – IEC & BCC shall work under the overall supervision of the SBM Nodal Officer / Designated Officer of Ahmedabad Municipal Corporation and shall coordinate closely with zonal, ward-level, and departmental officials.Role Objective The Team Leader / Manager – IEC & BCC shall be responsible for planning, coordination, implementation, monitoring, and documentation of Information, Education & Communication (IEC) and Behaviour Change Communication (BCC) activities under SBM-U. The role is aimed at supporting AMC in achieving, sustaining, and improving Garbage Free City (GFC) performance in accordance with the Swachh Survekshan 2025 Toolkit and MoHUA guidelines.Scope of Work & Key Responsibilities1. Planning, Strategy & Programme DesignPlan, design, and implement IEC and BCC strategies aligned with SBM-U objectives, Swachh Survekshan 2025 Toolkit, and MoHUA advisories. Prepare monthly, quarterly, and annual IEC/BCC action plans, activity calendars, and implementation schedules for approval by AMC. Integrate NGO-led and community-based programme models into city IEC strategies for sustained behaviour change. Identify and prioritize high-impact wards, high-footfall locations, Bulk Waste Generators (BWGs), schools, RWAs, institutions, and commercial areas for targeted IEC interventions. Develop environment-focused campaign strategies promoting waste reduction, circular economy practices, plastic alternatives, and sustainable lifestyles.2. IEC & BCC ImplementationLead and supervise awareness campaigns related to four-stream waste segregation (wet, dry, domestic hazardous, and sanitary waste). Promote prevention of littering, compliance with plastic waste management rules and plastic ban, C&D waste management, RRR (Reduce, Reuse, Recycle) practices, and cleanliness of water bodies and drains. Support implementation of monthly SBM thematic campaigns, cleanliness drives, and special initiatives as prescribed under SBM-U and Swachh Survekshan toolkits. Assist AMC in implementation of Zero Waste Events, Atmanirbhar Ward initiatives, Model Ward activities, and other GFC-related interventions. Conduct IEC/BCC activities at markets, transit points, tourist locations, public spaces, hospitals, schools, and government offices.3. Stakeholder Coordination & NGO EngagementCoordinate with AMC officials, ward-level staff, ULB teams, Swachh Brand Ambassadors, RWAs, BWGs, schools, NGOs, CBOs, and civil society organizations for effective on-ground implementation. Lead engagement with local and national NGOs having experience in sanitation, environment, public health, waste management, and community mobilisation. Design and implement community-led programmes in partnership with NGOs for behaviour change, waste segregation, plastic reduction, cleanliness drives, and environmental protection. Ensure proper planning, execution, documentation, and reporting of NGO-supported activities in line with Swachh Survekshan and GFC requirements. Facilitate structured coordination meetings with NGO partners and ensure alignment with AMC priorities.4. Training & Capacity BuildingPlan and conduct training programmes, workshops, and awareness sessions for RWAs, schools, institutions, sanitation workers, and community groups. Ensure deployment of qualified trainers, preparation of training materials, logistics planning, and smooth execution of capacity-building activities. Lead school-level IEC programmes focusing on source segregation, on-site waste processing, student ambassador initiatives, and environmental stewardship.5. Monitoring, Supervision & ReportingEstablish and implement monitoring and supervision mechanisms for IEC/BCC activities and field performance. Identify gaps, recommend corrective actions, and refine IEC strategies in line with Swachh Survekshan evaluation parameters. Ensure comprehensive documentation including photographs, videos, attendance sheets, activity reports, and digital evidence. Prepare and submit periodic progress reports, completion reports, and inputs required for Swachh Survekshan 2025 and GFC assessments.6. RRR Centres & DrivesSupport IEC, branding, and promotional activities for zone-wise RRR Centres. Plan and execute RRR collection and awareness drives across AMC limits. Assist in record maintenance, data compilation, and reporting related to RRR Centres and associated campaigns.7. Team ManagementLead, supervise, and mentor IEC field teams, coordinators, and volunteers deployed under the project. Allocate responsibilities, monitor daily activities, and ensure timely and quality execution of tasks. Maintain discipline, motivation, and performance standards among the IEC/BCC teams.Qualification & ExperienceGraduate or Postgraduate degree in Social Work, Environmental Studies, Mass Communication, Public Health, Urban Planning, Development Studies, or related disciplines. Minimum 3–10 years of relevant experience in IEC/BCC, NGO-led community programmes, social development projects, urban sanitation, SBM-U, or similar government programmes. Prior experience of working with NGOs, ULBs, Municipal Corporations, or SBM-U projects shall be preferred. Proven experience in ground-level programme implementation, community mobilisation, and team management is essential for this role.Key Skills & CompetenciesStrong understanding of Swachh Bharat Mission–Urban, solid waste management, environmental sustainability, and behaviour change communication. Demonstrated experience in NGO-led, community-based, and grassroots programme implementation. Excellent interpersonal, soft communication, facilitation, and negotiation skills, with the ability to engage diverse community groups. Environmentally conscious mindset with strong enthusiasm for sustainability, climate action, and urban environmental improvement. Strong planning, coordination, and stakeholder management skills. Ability to communicate clearly and respectfully with citizens, community leaders, NGOs, and government officials. Good presentation, reporting, and documentation skills with attention to detail. Ability to manage multiple activities, teams, and timelines simultaneously. Proficiency in documentation, reporting, and use of MS Office and digital tools.
