Job Description We are seeking a highly experienced Operations Lead to manage end-to-end Operations & Maintenance (O&M) of Advanced Metering Infrastructure (AMI) under the AMISP project in South Goa. The ideal candidate will have in-depth experience in Smart Metering systems, including Head-End Systems (HES), Meter Data Management Systems (MDMS), field operations, vendor coordination, commissioning, regulatory compliance, and SLA management. This role is critical to ensuring operational reliability, 100% meter commissioning for billing readiness, system uptime, communication performance, and data accuracy across the smart metering network. Key Responsibilities: AMI System Operations & Platform Management Lead O&M of smart metering systems across the utility network, ensuring optimal performance and SLA adherence. Oversee functioning and integration of HES and MDMS platforms, ensuring data integrity and compliance. Monitor and troubleshoot system issues, data gaps, and communication failures between meters, HES, and MDMS. Work closely with IT and cybersecurity teams to ensure secure data communication and infrastructure protection. Smart Meter Deployment & Commissioning Oversee installation, commissioning, and integration of consumer, DT, and feeder meters. Manage smart-to-smart replacements and new service connections. Ensure availability of work-front prior to deployment and coordinate shutdown schedules. Ensure 100% successful meter commissioning and billing integration within defined SLA timelines. Communication Performance & Meter Health Track and resolve Non-Communication and Never-Communication meters. Monitor communication success rate, meter health, and data availability. Conduct root cause analysis for communication failures and coordinate with OEMs and field teams for resolution. Field Operations & O&M Management Supervise field teams (internal and vendor) for timely resolution of meter failures and service disruptions. Lead preventive and corrective maintenance planning. Track asset performance and reliability using analytics and dashboards. Utility & Regulatory Coordination Coordinate with GED officials for work-front clearance, Refusal of Work resolution, shutdown approvals, and QC approvals. Participate in review meetings with DISCOM/GED. Ensure compliance with regulatory guidelines and maintain audit-ready documentation. Vendor & Stakeholder Management Lead O&M teams including engineers, technicians, and service partners. Coordinate with smart meter OEMs, HES/MDMS providers, and system integrators. Monitor vendor performance and validate execution data prior to billing approvals. Inventory, Safety & Compliance Monitor inventory of smart meters and communication devices. Maintain dismantled meter data and reconciliation records. Coordinate PTWs and ensure strict adherence to safety and quality standards. Qualifications Bachelor’s degree in Engineering 10–12 years of experience in the energy utility sector. Minimum 3–5 years of hands-on experience in AMI / Smart Metering projects. Proven experience managing HES, MDMS, and field smart metering infrastructure. Key Skills Strong understanding of AMI architecture and HES–MDMS integration. Knowledge of meter communication protocols (DLMS/COSEM, MQTT, etc.). Hands-on experience with leading HES/MDMS platforms. Strong understanding of IT–OT convergence and system security. Experience in SLA-driven operations under RFP framework. Strong vendor, field team, and stakeholder management skills. Analytical mindset with experience in dashboards and reporting tools. Requirements Key Responsibilities: Develop detailed project plans, including defining the scope, objectives, timeline, budget, and resource allocation for the AMISP project. Establish project goals, milestones, and deliverables, ensuring they align with both business and client objectives. Monitor and track project progress, ensuring that activities stay on schedule, within budget, and meet quality standards. Identify potential project risks and issues and develop strategies to mitigate their impact on the project’s timeline and deliverables. Regularly communicate with stakeholders to provide status updates, report on risks or issues, and suggest corrective actions when necessary. Coordinate resources, including personnel, equipment, and materials, ensuring optimal use of assets to achieve project success. Build and maintain strong relationships with clients, vendors, and key stakeholders to promote collaboration and ensure alignment with project goals. Develop and manage the project budget, ensuring that expenses are monitored and controlled within the approved limits. Track and control any changes to the project scope, ensuring they are documented, reviewed, and approved through formal change control processes. Ensure that all project deliverables meet quality standards, client expectations, and regulatory requirements. Proactively address conflicts or challenges within the project team or with external stakeholders to keep the project on track. Manage project documentation, ensuring that records of project decisions, changes, and milestones are organized and accessible. Facilitate regular project meetings, including status updates, risk assessments, and issue resolution discussions with the project team and stakeholders. Ensure effective communication across all project stakeholders, facilitating clear and transparent information flow at all project stages. Provide leadership and motivation to the project team, fostering an environment of focus, productivity, and enthusiasm for project goals. Track and report on key project performance metrics, including cost, time, quality, and resource utilization, to ensure continuous improvement and effective project delivery. Qualifications: Bachelor’s degree in Engineering, Project Management, or a related field (Master's degree is a plus). Proven experience (10+ years) in project management, ideally in the AMISP or infrastructure sector. Strong knowledge of project management methodologies, tools, and techniques. Excellent leadership, communication, and interpersonal skills, with the ability to lead diverse teams and collaborate with various stakeholders. Proficient in project management software and tools (e.g., Microsoft Project, Primavera, etc.). Ability to manage budgets, timelines, resources, and risks effectively. Strong problem-solving skills and the ability to manage multiple priorities in a fast-paced environment. Experience in managing large-scale infrastructure or technical projects is preferred.
