The role bridges functional expertise in benefits administration (plan design, eligibility, rates, enrolment, life events) with technical skills (HCM Extracts, Fast Formulas, HDL, OTBI/BIP reporting, integrations) to deliver scalable, compliant, and user-friendly solutions across global populations. Key Responsibilities Functional (Benefits Administration) Lead end-to-end solution design for Benefits: programs, plans, options, rates, derived factors, coverage, life events, eligibility profiles , and enrolment windows. Configure and test global benefits Implement Eligibility & Life Event processing (marriage, birth, LOA, job change, country moves) with accurate event groups and dependencies. Define and validate Rates & Premium Calculations (age/gender/smoker-based, coverage tiering, composite rates, flex credits). Manage Open Enrolment & Year-round Enrolment cycles, communications, and employee experience. Ensure compliance (e.g., ACA, HIPAA, region-specific regulations elsewhere) and audit readiness with appropriate controls. Own UAT , cutover, and post-go-live stabilization; maintain process documentation and test scripts. Technical (HCM Cloud) Develop and maintain Fast Formulas (Eligibility, Rates, Defaults, Validation, Absence/Payroll links as needed). Build and optimize HCM Extracts , BI Publisher , and OTBI reports for operations, compliance, and analytics. Perform data conversions and loads using HDL and spreadsheet loaders (benefit enrolments, dependent/beneficiary data, rates, mapping). Design and maintain integrations with Third-party carriers ( Troubleshoot and resolve issues (life event not evaluating, rate calc errors, extract performance, data sync). Prepare for and execute quarterly updates (26A, 26B.): regression testing, impact analysis, and feature enablement. Required Skills & Experience 8 years in Oracle HCM Cloud with 5 years focused on Fusion Benefits Deep understanding of Benefits domain : plan architectures, eligibility rules, life event processing, rates, enrolment flows, and employee communications. Experience with Open Enrolment execution at scale and year-end activities (rollovers, plan changes, rate updates). Familiarity with global benefits constructs and localization considerations; US regulatory exposure is a plus. Technical Must-Haves Fast Formulas (Eligibility, Rate, and Validation) ability to author, debug, and optimize. HCM Extracts , BI Publisher (BIP) , and OTBI designing operational and analytics outputs. HDL (HCM Data Loader) data migration, bulk updates, and reconciliation. Soft Skills Analytical and troubleshooting mindset; clear documentation; crisp communication for business users and IT.
