Role Overview:The Manager – Planning & Billing is responsible for project planning, scheduling, billing, cost control, contract administration, and statutory compliance to ensure timely project delivery, accurate certification, and adherence to contractual and regulatory requirements across large-scale hospital construction projects.Key Roles and Responsibilities:Project Planning & SchedulingThe Manager – Planning & Billing is responsible for comprehensive project planning and scheduling by developing and maintaining master project schedules along with detailed short-term and look-ahead plans. The role involves continuously tracking project progress against approved baselines, identifying schedule deviations, and analyzing critical paths to recommend timely corrective and preventive actions. Regular preparation of weekly and monthly progress reports is required, covering both physical progress and financial status to support informed decision-making by management.Billing & MeasurementIn the area of billing and measurement, the Manager oversees the preparation and processing of Running Account (RA) bills, final bills, and variation statements. This includes conducting joint measurements in coordination with contractors and consultants, verifying quantities based on approved drawings, BOQs, and site measurements, and thoroughly reviewing contractor bills to recommend accurate certification in line with contractual provisions.Cost Control & Budget MonitoringThe role also focuses strongly on cost control and budget monitoring by tracking project expenditures against approved budgets and identifying potential variances. Responsibilities include monitoring material reconciliation statements, evaluating extra item claims, assisting in the preparation of cost-to-complete forecasts and cash flow statements, and supporting value engineering initiatives and cost optimization efforts to enhance project financial performance.Contract AdministrationContract administration is a key responsibility, requiring interpretation and application of contract clauses related to billing, variations, claims, and extensions of time. The Manager maintains detailed records for deviations, extra items, and rate analyses, and supports the preparation, evaluation, and negotiation of claims and counter-claims to protect the organization’s contractual and financial interests.Compliance & Statutory CoordinationEnsuring compliance and statutory coordination is another critical aspect of the role. The Manager ensures adherence to all contractual conditions and statutory requirements, including labor laws and local authority regulations. This includes tracking statutory approvals, permits, and submissions, as well as coordinating documentation required for audits, inspections, and regulatory reviews.Documentation & MIS ReportingThe position also involves strong documentation control and MIS reporting. The Manager maintains accurate billing registers, approval logs, and all related project documentation, prepares MIS reports and dashboards for management review, supports project audits and financial reviews, and manages official correspondence related to planning, billing, and compliance activities.Systems & Software KnowledgeTo effectively perform these responsibilities, the role requires strong working knowledge of project planning and control systems such as Primavera P6 or MS Project, advanced proficiency in MS Excel, basic capability in AutoCAD for quantity take-offs, and familiarity with ERP systems used for project and financial management.
