Working closely with the Project Director (PD), Project Coordinator (PC), and State Supervisors, the APC will play a key role in project planning, implementation, coordination, monitoring, and documentation across three states.Roles and Responsibilities1. Research and Data Analysis• The APC will head the research team, provide guidance to Research Associates, and monitor their work• Oversee data entry in Google Forms for data collected during Public Consultation Meetings• Coordinate with Research Associates to review stakeholder-wise data analysis and improve analytical outputs• This includes data analysis for both quantitative and qualitative data collected through three tools (structured questionnaires, FGDs, and in-depth interviews)• Coordinate with and visit external agencies engaged for outsourced data analysis• Guide Research Associates in desk research, including analysis of reports of the National Police Commission and other committees on police reforms2. Baseline and Endline Evaluation• Support and monitor the execution of baseline and endline evaluations in selected police stations across Punjab, Telangana, and Tamil Nadu• Work on evaluation parameters, selection of police stations for evaluation, training of field enumerators, and ensure that the data required by the agency for conducting baseline and endline evaluations is provided in a timely manner3. Engagement with Experts and OthersAssist the Project Director and Project Coordinator in engaging with Experts, State Nodal officers and IPF members for:• Formulation of evaluation parameters for baseline and endline evaluation• Vetting of data analysis reports for all stakeholders and formulation of reports to DGP in 3 states• Formulation and vetting of state-specific Change Manuals4. Training• Assist in the preparation of state-specific training materials• Support and participate in the conduct of training programmes in each state5. Project Implementation and Monitoring• Support monitoring of project implementation across 90–95 police stations in three states, including field visits to police stations• Conduct regular field visits and coordination meetings• Liaise with State Nodal Officers, State Supervisors, Police Commissioners, and Superintendents of Police6. Communication and Coordination• Correspond with the State Police, Nodal officers, State Supervisors, and Research Associates in three states• Ensure smooth communication, information exchange, and prompt follow-up7. Documentation and Reporting• Documentation of best practice visit reports submitted by State Supervisors• Scrutinise and refine draft Change Manuals submitted by each state to ensure they are practical and implementable• Prepare the final project report based on Public Consultation Meetings, Change Manuals, baseline and endline evaluation reports from respective states, and monthly reports from State Supervisors8.Miscellaneous• All Research Associates will report to the APC• The APC will report to the Project Director and Project Coordinator• Any other project-related tasks may be assigned by the Project Director and Project Coordinator as and when required
