Job Description: Safety Engineer - Project, Utilities and Maintenance SafetyLocation: Jagiroad, AssamYears of Experience: 8 to 12 Years1. Key ResponsibilitiesA. Project Safety Management- Develop and implement project safety plans for new installations, tool hookups, facility expansions and modification projects. - Conduct safety reviews, HIRA, JSA and technical safety evaluations for project activities. - Ensure safe execution of high-risk project tasks such as lifting operations, electrical works, hot works, confined space entry, chemical utilities installation and working at heights. - Verify equipment commissioning readiness from a safety perspective before handover.B. Utilities Safety- Oversee safety of all utility systems including: - Electrical distribution systems - HVAC & cleanroom utilities - Compressed air systems - Chilled water & cooling towers - DG sets - Process gases, vacuum systems and exhaust/scrubber units - Ensure all utility operations comply with statutory and internal EHS guidelines. - Review and validate safety controls, interlocks and emergency shutdown provisions associated with utility equipment.C. Maintenance Safety- Develop and enforce Safe Maintenance Practices including: - LOTO procedures - Isolation & tag-out requirements - Maintenance risk assessments (MRA) - Preventive maintenance safety checklists - Ensure maintenance teams use the correct PPE, tools and lifting equipment. - Review AMC vendor safety compliance and ensure safe execution of outsourced maintenance jobs.D. Permit-to-Work & Change Management- Lead and ensure strict implementation of the Permit-to-Work (PTW) system for all project, utility and maintenance activities. - Participate in Management of Change (MOC) for installation, modification or enhancement of facility systems and utilities. - Review design changes and ensure safety controls are integrated during design and execution.E. Compliance & Documentation- Ensure compliance with applicable regulations such asThe OSH Code 2020, The Factories Act 1948, Electrical Safety Rules, Energy & Utility Standards and Fire Safety Guidelines. - Maintain documentation including: - Risk assessments - Safety inspection reports - Incident investigation reports - SOPs and maintenance safety standards - Project safety review (PSR) reports - Support internal and external audits related to EHS and utilities.F. Training & Awareness- Conduct training for engineering teams, contractors and maintenance staff on: - LOTO & electrical safety - Utility system safety - Safe work at height - Confined space entry - Hot work and welding safety - Equipment commissioning safety - Conduct toolbox talks and awareness campaigns to reinforce safe behaviours.G. Emergency Preparedness- Develop emergency response protocols related to utility system failures, electrical faults, gas leaks, equipment malfunctions or maintenance-related incidents. - Conduct mock drills and coordinate with security, facilities teams during emergency scenarios.H. Coordination & Stakeholder Engagement- Closely coordinate with Projects, Facilities, Maintenance, Production, OEMs, Contractors, and the EHS team to ensure safety integration at every stage. - Participate in project meetings, design reviews, and commissioning evaluations, providing safety inputs.2. Required Skills & Competencies- Strong understanding of industrial utilities, engineering projects, maintenance procedures and safety management principles. - Hands-on experience with PTW, LOTO, equipment isolation, maintenance risk assessment and safe commissioning practices. - Knowledge of electrical, mechanical and utility operations (boilers, chillers, compressors, ventilation etc.). - Ability to interpret engineering drawings, P&IDs, PFDs and safety interlock logic. - Excellent auditing, incident investigation and risk assessment skills. - Strong communication and coordination abilities.3. Preferred Background- Experience in automobile, electronics, semiconductor or other high-tech manufacturing facilities. - Exposure to cleanroom environment and semiconductor support utilities is an added advantage. - Familiarity with ISO 45001, NFPA, OSHA and energy/utility safety standards.
