About the Role To lead and manage end-to-end Crewing & HR Operations for Offshore workforce deployed across Rigs, Barges, Platforms, Vessels in India & International Marine Projects. To ensure full compliance with Indian labour laws, international statutory requirements, and Marine Labour Convention (MLC 2006), while overseeing client-specific protocols such as ONGC NED Pass administration. The position drives operational excellence through leadership of Crewing Managers, Coordinators, Talent Acquisition, Training, and Payroll teams, ensuring seamless mobilization, compliance, crew welfare, and high client satisfaction Key Responsibilities Crewing & HR Operations Management - Lead complete crewing operations for Indian and Overseas offshore projects. - Manage full employee lifecycle, recruitment, deployment, rotation, welfare, and exit. - Ensure manpower availability as per client SLAs. - Review crew database, certification, and deployment system. - Overview international deployment, visas, compliance & logistics process. Compliance & Governance - Ensure adherence to MLC 2006, Indian labour laws, flag-state regulations, and international marine standards. - Monitor compliance with STCW, DG Shipping regulations, and other statutory frameworks. - Maintain audit readiness for internal, client, and external regulatory audits. ONGC NED Pass Administration - Overview ONGC NED Pass application, renewal, compliance, and audit process. - Work with ONGC authorities to resolve queries and process accuracy as per ONGC norms. Client Relationship Management - Lead monthly client review meetings to discuss manpower planning, performance, issues, and operational improvements. - Ensure accurate MIS/crewing reports as per contract requirements. - Strengthening long-term partnerships with clients through proactive engagement and service excellence. Internal & External Stakeholder Management - Collaborate with Finance, Legal, Compliance, BD, Operations, and L&D teams to support certifications, audits, and business requirements. - Engage with clients to understand project needs and ensure smooth operations. - Manage relationships with maritime agencies, manning partners, training institutes, medical centers, and regulatory bodies. - Overview coordinate with visa agents, embassies, travel partners, DG Shipping, port authorities, and overseas authorities for compliant mobilizations. Leadership & Team Management - Lead Crewing team & Recruitment to deliver operational excellence. - Set KPIs, monitor performance, and drive continuous improvement across the crewing function. - Implement training and capability-building programs for the team. Talent Management & Resource Planning - Develop recruitment strategies for Indian and overseas offshore categories. - Build a robust talent pipeline for upcoming and ongoing projects. - Ensure completion of medicals, background checks, certifications, and readiness for mobilization. Payroll, Benefits & HR Systems - Oversee payroll accuracy and statutory compliance (PF, ESIC, PT, TDS). - Ensure timely resolution of salary issues, benefits, and P&I claims. - Review HR/Crewing system enhancements and automation initiatives. Qualifications & Experience - Bachelor’s Degree, MBA/PGDM in HR preferred. - 05–10 years of marine crewing/offshore HR experience with at least 2-3 years in a senior leadership role. - Strong knowledge of MLC 2006, Indian labour laws, offshore regulations. - Experience handling large crew volumes across multiple geographies. Skills & Competencies - Strong stakeholder management and client interfacing skills. - Excellent leadership, communication, negotiation, and analytical abilities. - Expertise in statutory and international compliance. - Ability to work in a fast-paced, high-pressure offshore environment. - Proficiency in HRMS, crewing software, and MIS reporting.
